Proposed Amendments 2017

Dear Concordia Psychology Graduate Students,

We, the AGSP, kindly ask that you review the proposed amendments to the “Executive Committee of the AGSP” section of the AGSP constitution (detailed below). If you disapprove of the proposed changes, please email us by Wednesday, April 19th, 2017 by 11:59 pm. All non-replying students will be assumed to agree with the contents of the proposed amendment. If you express disapproval, we request that you send detailed feedback and schedule a meeting with the AGSP President (Maria Santaguida) for Thursday, April 20th, 2017 to discuss your concerns.

A general assembly will be called for Monday, April 24th, 2017 (time TBA) in PY-317. Fifty plus one percent (51%) of the vote is necessary to carry out the motion to amend the constitution. If motion is passed, elections will be held under the new proposed structure (President, VP Internal, VP Finance, and VP Students Affairs). If motion is not passed, election will be held for positions under the original structure (President, Vice President, and Treasurer).

Proposed Amendments

Please review the original positions under the “Executive Committee of the AGSP”  from the current AGSP constitution: 

The President will:

  1. Enforce the by-laws of the AGSP;
  2. Act as liason between the AGSP and the GSA;
  3. Coordinate all the AGSP activities, social or academic, occurring within the mandate of the AGSP;
  4. Oversee the overall activities of the Exec Committee;
  5. Carry out any other duty associated with the President position;
  6. Be the official spokesperson of the AGSP;
  7. Have authority to create committees and delegate unto them the powers and tasks that he/she chooses to. 

The Vice-President will:

  1. Be acting president in the absence of the President;
  2. Assist the President in carrying out his/her duties.

The Treasurer will:

  1. Submit written budgets and financial statements to the GSA each year for the purposes of obtaining Departmental Allocations from the GSA;
  2. Act as custodian to all receipts, ledgers, and other documents relating to the financial affairs of the AGSP;
  3. Be responsible for the AGSP reimbursement and administration of funds according to the mandate of the AGSP. 

Please review the proposed amendments: 

President: The President is the Chair and chief presiding officer of the AGSP, and has primary responsibility for administration of the AGSP’s affairs. The President will:

  1. Enforce the Constitution and by-laws of the AGSP;
  2. Act as the representative and chief spokesperson of the AGSP;
  3. Oversee the overall activities of the Executive Committee and department committees;
  4. Call regular Executive Committee meetings and establish agendas;
  5. Hold at minimum one General Assembly every academic year during which the by-laws are open to discussion and change;
  6. Have authority to create committees and delegate onto them the powers and tasks that he/she chooses to;
  7. Collaborate with Vice President Student Affairs in holding an orientation session for MA1 and newly entering PhD1 students;
  8. Submit Executive Committee meeting minutes to the GSA;
  9. Review and submit to the GSA the application for funding as prepared by Vice President Internal and Vice President Finance;
  10. Facilitate the democratic election of the following years’ executive positions;
  11. Ensure the long term integrity of AGSP;
  12. Carry out any other duty associated with a Presidential position.

Vice President Internal: The Vice President Internal is the Vice chair and second ranking officer of the Executive Committee, and serves as a liaison between the Executive Committee and the Psychology graduate student body. The Vice President Internal will:

  1. Be Acting President in the absence of the President;
  2. Be the primary liaison between the Psychology department and the AGSP;
  3. Collaborate with Vice President Student Affairs in creating a student-wide survey concerning the prospective AGSP events and departmental concerns;
  4. Act as the point person for student concerns and communicate student concerns to the Executive Committee;
  5. Be responsible for managing the content of the website (e.g., TA resource center, calendar, documents);
  6. Be responsible for the implementation and improvement of the MA1 mentorship program;
  7. Be responsible for the development, implementation, and improvement of a program of recognition for exceptional Teaching Assistants;
  8. In collaboration with Vice President Finance, prepare and submit the application for funding to the President each year for the purposes of obtaining Departmental Allocations from the GSA.

Vice President External: The Vice President External will serve as a liaison between the AGSP and external organizations and associations. The Vice President External will:

  1. Preferably be fluently bilingual (English and French);
  2. Liaise with associations internal to the university but external to the AGSP (e.g., GSA, CUPA, TRAC);
  3. Liaise with associations and governing bodies external to the university (e.g., FIDEP, OPQ);
  4. Represent the AGSP and communicate positions and policies taken by the AGSP to external bodies and agencies;
  5. Communicate to the Executive Committee relevant external issues which may significantly affect AGSP;
  6. Attend meetings of relevant local, provincial, national or international associations whenever the AGSP Executive Committee deems it necessary.

Vice President Finance. The Vice President Finance is responsible for overseeing the management of AGSP’s financial operations. The Vice President will:

  1. Take minutes at all AGSP Executive Committee meetings and submit these to the President;
  2. Prepare updated budget reports to share at all AGSP Executive Committee meetings;
  3. In collaboration with the Vice President Internal, develop and submit written budgets and financial statements to the President each year for the purposes of obtaining Departmental Allocations from the GSA;
  4. Act as custodian to all receipts, ledgers, and other documents relating to the financial affairs of the AGSP;
  5. Be responsible for AGSP reimbursement and administration of funds according to the mandate of the AGSP;
  6. Be responsible for the management and coordination of fundraising initiatives in collaboration with Vice President Student Affairs;
  7. Ensure the long-term financial stability of the AGSP.

Vice President Student Affairs. The Vice President Student Affairs is responsible for the planning and management of all events aimed to improve the overall social and academic functioning of AGSP members. The Vice President Student Affairs will:

  1. Coordinate and oversee the programming of activities and events of the AGSP intended to impact and improve student life;
  2. Be responsible for the promotion of all activities, social or academic, occurring within the mandate of the AGSP;
  3. Facilitate and assist MA2 organizers ensuring they provide the annual MA1/MA2 night for incoming students;
  4. Be responsible for the management and maintenance of the AGSP Graduate Room, including the development of policies for usage, as well as the management of access and resolution of issues;
  5. Collaborate with the President in hosting an orientation session for incoming students to provide resources and advice on the transition into graduate studies;
  6. In collaboration with the Vice President Internal, survey students regarding their interests of prospective AGSP events and student concerns.
  7. Collaborate with the Vice President Finance in the planning and organization of fundraising initiatives.
